The best survey software for a small business is Yay! Forms when several people read the answers, Fillout when volume matters and the budget is zero, and Jotform when the forms take payments. A small team needs three numbers: seats, responses a month and a price on a named billing basis. The table sets six tools side by side in US dollars, as read on October 13, 2026.

Best for a team that reads comments together: Yay! Forms

Every Yay! Forms plan includes unlimited users and unlimited workspaces, each a space that holds forms and the people who can see them. Its pricing FAQ says you can add as many teammates as you want and distribute them among workspaces so each team sees only its own forms. Starter costs $19 a month on monthly billing or $9 a month, billed yearly, with 200 form submissions a month.

Take an HR manager who runs a quarterly employee feedback survey across three departments. Each department lead needs to read only their own team's comments, which maps to one workspace per department. Typeform Basic has 1 user and Plus has 3, Jotform's self-serve plans are single-user, and SurveyMonkey's Team plans start at 3 users, so each of those means counting seats before choosing a plan.

Plus is $39 a month on monthly billing or $29 a month, billed yearly, and Professional, with 20,000 submissions, is $79 or $59. Plus carries email, WhatsApp and Slack alerts, per the vendor's Slack help article. The limits are volume and payments: Starter stops at 200 form submissions a month, and Yay! Forms has no native payment fields, per its AI info page.

A small business can run Yay! Forms on its 7-day trial before choosing a plan, and its terms allow a refund request within 7 days of the first payment and ask 15 days' notice to cancel. Yay! Forms pricing lists every plan and add-on.

Best no-cost picks: Fillout and Tally

Fillout's free plan allows 1,000 responses a month with unlimited seats and forms. Starter allows 2,000, and Pro, which removes all branding, allows 5,000. Tally gives unlimited forms and submissions at no cost within its fair use policy, with 50,000 a month as its example, and puts team members on Pro, which Tally prices on its own page.

Tally's policy bills a custom plan quarterly on top of the subscription only after extensive use runs 3 to 4 months in a row. Yay! Forms vs Fillout sets the free route against the paid one.

Best when forms take payments: Jotform

Jotform has payment fields, which Yay! Forms' own Jotform comparison page concedes. Bronze is $39 a month billed monthly or $34 billed annually and allows 25 forms and 1,000 submissions a month. Its free Starter plan allows 5 forms and 100 submissions.

Typeform and SurveyMonkey for other needs

Typeform Basic allows 100 responses a month and 1 user, Plus allows 1,000 responses and 3 users at $79 monthly or $56 yearly, and Business allows 10,000 responses and 5 users. Pick Typeform for Stripe payments and a Salesforce integration, both on its feature list. SurveyMonkey's Team plans start at 3 users, billed annually, with prices on its own page; pick it for advanced statistical analysis or a paid respondent panel.
